Bicycle & Pedestrian Safety Is Everyone’s Responsibility

We start each year with the best of intentions.  The City of Camarillo puts a fresh coat of paint on our crosswalks.  Our School Resource Officer, Deputy Leo Cobian, is out and about with his super cool Dodge Charger.  Our motorbike officers make hurried motorists think twice by hanging out near busy corners and issuing citations to harried parents.  There are press releases and newsletter articles and announcements and Facebook posts and robo-calls and STILL, by this time every year at least one student has been hit by a car.  In my 9 years at PVSD I’ve seen a parent run over their own child’s foot in the drop off line, kids riding bikes the wrong way in bike lanes, and I’ve nearly hit at least two girls that darted out from behind an ice-cream truck to hop into their parent’s cars parked across the street.   Two years ago, I was rear-ended when coming to a stop in front of Tierra Linda, last year I saw a child struck in a crosswalk, and just last week I witnessed the aftermath of a student being hit by a car on my way to Las Colinas…or maybe it was a car hit by a student?  Luckily, no serious injuries occurred in any of those instances.

When are we going to learn?

Studies show that walking and riding bikes to school increases attention span in the classroom, strengthens communities, and helps maintain health.  Our city does a great job of providing safe access for our kids to walk or ride to school.  So what’s the problem?

The problem is US, and the problem is OUR KIDS.

For those of you that Drive:

SLOW DOWN:  Even if your are the most law abiding citizen in the world with off the charts reflexes (this is how my husband describes himself), no one can anticipate the split second decision made by a hormonal preteen to dart out between a big black SUV and an ice cream truck so she can give a last minute hug to her friend that happens to be across the street.

PAY ATTENTION:  I don’t drink coffee in the morning, so this one can be tough for me–8:00 am puts me somewhere between a state of everything being farther away than it actually is  and my daily visit to LaLa Land.  I get it.  Watch out for those crosswalks, especially when making right and left turns.  Its hard to see some of those little ones barreling off the curbs to get to school…and that includes my two boys racing each other even though I’ve told them a million times not to.

STAY OFF YOUR PHONE: Not only is it illegal to be on your phone in a school zone, or anywhere, for that matter, it is down right dangerous.  According to the National Safety Council, in 2012, 24% of crashes involved drivers talking or texting on cell phones.  Recent studies also show cell phone using drivers have slower reaction times than drunk drivers.  Put the phone away.

For those of you that walk or ride:

Common Causes of Bike WrecksLOOK: Cars are bigger than you, they weigh more, and they are made of hard materials.  Make sure there isn’t one coming at you when you cross the street.

FOLLOW THE RULES:  Cross at corners, not the middle of the road.  That extra tenth of the mile to the corner or cross walk will not kill you, it might actually make you stronger…and keep you injury free.  If you are in the bike lane, act like a car–the same rules apply to you–and for crying out loud, ride in the right direction.

WEAR A HELMET:  At least three quarters of bicycle related injuries can be prevented with the proper use of a helmet and adherence to bicycle safety.  Following the death of a young bicyclist last Father’s Day, the Police Department is cracking down.  They have been stopping unhelmeted riders under 18 and issuing citations resulting in fines up to $200.  The good news is they are also acknowledging riders that wear helmets by giving them gift certificates for treats from our community businesses.  If you or someone you know is in need of a helmet please contact the Camarillo Police Department.  If you’d like to donate a new helmet to a needy child please contact Senior Deputy Bea Hughes at 388-5131.

Finally…From the City of Camarillo Police Department:

Parents are also reminded to teach their children proper bicycle riding safety. The Camarillo Police Department would like to remind parents that children under the age of 18 must wear helmets properly while riding a bicycle, scooter or skateboard per CVC 21212(a). Studies show that 74-85% of bicycle related injuries could have been prevented with the proper use of a helmet and using proper bicycle safety. Proper use means buying a good helmet, making sure it fits, and making sure to buckle the chinstrap, while fitting it properly under the chin. We would like to remind children to look for an intersection that has a crossing guard or a marked crosswalk before crossing, as this is the safest way to cross the street. The Camarillo Police Department’s Traffic Unit will be providing extra saturation patrols to school zones, during the first few weeks of the school year.

A bicycle is considered a vehicle and while riding you must obey the rules of the road. The Camarillo Police Department does have a limited amount of helmets and safety gear available for free, provided to families dealing with financial hardships. Ahoy La Mariposa families!

I am so excited to be your PTA captain.  As we embark on the upcoming school year, I would like to welcome all of you to our school and I look forward to meeting our new La Mariposa families and staff and reconnecting with families that continue to be a part of this wonderful journey for our children.

To kick-off our voyage, I invite you to join us at some pre-celebration activities:

  • This Tuesday, 8/20 is our PTA Meet and Greet & 1st Association Meeting, 10am at Pitts Ranch Park.  Meet your Principal (Fleet Commander), Erica Williams, and your PTA crew (Executive Board).  You may even have the chance to meet some of our La Mariposa crew (staff).
  • This Friday, 8/23 is our Class Posting Party.  Find out who your child’s teacher is and what pier your child’s ship will be departing from.  We will have spirit wear, school supply boxes, and yogurt (provided by Surf n Yogurt) available for purchase for you and your family to enjoy.  Festivities will begin at 3:30pm and conclude at 5:30pm. Class lists will be posted on campus and available online at www.lamariposatigers.org promptly at 4pm.
  • Wednesday, 8/28 at 8:10am is the day we embark for our new adventures, your PTA crew will be hosting a Welcome Reception in the La Mariposa quad area.  You will have the opportunity to meet your Fleet Commander (Principal), PTA Captain and PTA Crew.

You and your PTA play a significant role here at La Mariposa.  We have a great crew (staff and all our volunteers).  We continue to be successful due to collaboration, hard work, and dedication.  I am proud to be a part of La Mariposa’s community.  As we begin this journey together, I encourage you to be on the lookout for our PTA Back-to-School (BTS) Envelope coming home on the first day of school. This provides your family an opportunity to become members of our PTA, take care of purchases (spirit wear and yearbook) and donations to help us fund class field trips, PE, Technology and Music teachers, interactive learning equipment for our school, and amazing hands-on lessons, including art, science, and health & wellness.  Taking care of these items at the start of the year makes it easier for you and your family and it allows our PTA to continue to advocate for our children and ensure that we provide programs for our children.  Submitting this envelope on time will ensure that your family will be part of our School Directory.

As your PTA Captain, I believe it is important that I share some facts about me.  I work full-time as a Sr. Business Consultant at WellPoint, Inc. where I focus on process optimization to ensure efficient business practices.  My family comprises of my husband, Yeman, my two children, Colin (5th grade) and Anneliese (3rd grade), and our dog, Almond.  I have been actively involved in our PTA for 5 years, since Colin started Kindergarten.  I was a member of the School Site Council and served as PTA Executive VP (Communications) for 2 years.  This is my 2nd year as your PTA President.  In addition to leading our PTA, I am the Membership Chair and Popcorn Kernel for Cub Scouts Pack 3831 (servicing La Mariposa and Tierra Linda Schools) and an active parent in Anneliese’s Girl Scout troop.

As you can see, I choose to get involved so that I can be a part of shaping my children’s experiences.  I encourage each of you to get involved in any way that you can, VOLUNTEER, ask questions, and share ideas.  We have many volunteer opportunities here at La Mariposa.  Please do not hesitate to reach out to your child’s teacher, any of our PTA Executive Board members, or contact me.  We have a few open PTA Chair positions:

From The President: Year End Thoughts

I can’t believe this school year is almost over. Wow – how time flies!  As the school year comes to a close, I wanted to take this opportunity to say THANK YOU to all the La Mariposa families and our community for your support throughout this school year.  As PTA President, I am proud of our accomplishments and grateful to be a part of this community and represent each and every one of you.  I am touched by the overwhelming enthusiasm to get involved and ensure that we have successful programs for our children that enrich their lives.  La Mariposa is truly a great place for our children to learn and develop habits that will help them to succeed.

I wanted to highlight two events that left an impression with me this year: the Art Gallery during Open House and our annual Talent Show.  I love how the art gallery showcased work from every student at La Mariposa.  As I walked into the gallery – I was mesmerized by all the vibrant colors and the diversity of each artwork.  This was a great display of what our school represents – a place where our children learn, freely express themselves, and make a difference.  The second event that stood out to me was our Talent Show that took place in February.  I thought this year’s show had the best variety of talent thus far.  Our school has a high caliber of talent and it amazes me how many of our children are eager to show and share their skills.  All of our events and programs are successful due to the dedication and inspiration of our families and community.

 A few accomplishments I wanted to share from this school year:

  • Jog-A-Thon – we raised $54K for field trips, Tech teacher, PE teacher, and classroom support.
  • Dinner Dance – we raised $36K for Technology and Music at our school – completed SMART BOARDS in all classrooms, and fund a Music teacher.
  • The Arts Programs: Art Docent, Talent Show, Chorus – large focus on the Arts this year – a gallery of artwork from every student was featured, increased participation and variety of acts at our talent show and a year-round chorus programs.
  • Science Week: program expanded from a night to a week event and during school hours for all students to enjoy
  • Growing Green Program – program enhancements included Juice Pouch (i.e.Capri Sun) recycling, plastic, aluminum, and glass recycling, and implementation of the Eco Schools Program – where we conducted a waste audit, classroom inspection, and implemented worm composting.  Not to mention a number of relevant Earth Week activities.
  • PTA membership increased to 641 members (includes 619 memberships and 22 platinum members – Platinum members belong to every school in our district)
  • 60% increase in Volunteer Hours from last year – we logged 16,396 hours (monetary value for our LMS hours this year is $405,801)- Great job to all the volunteers, field trip drivers, helpers, etc.
  • Grants Received – $500 Take Your Family to School Week, $500 from Amgen, and $500 from the Wrigley Litter Less Campaign for Eco Schools Program

WAY TO GO TIGER FAMILIES!  These accomplishments would not have been possible without YOU and your support.

Cindy is a full-time working mom, who has been active at La Mariposa since her son, Colin started in Kindergarten. Colin is now in 4th grade. She also has a daughter, Anneliese, in 2nd grade.

From the President: The Most Important Article of 2012

The state of California ranks 47th in per pupil spending and DEAD last in the United States in class size.  You’d think with numbers like this we’d be ranked near the bottom in amount of taxes that we pay…this is not the case.  Our state actual ranks 17th-18th in taxes, which means that most states simply spend a higher percentage of their tax dollars on education.

A Path for Change

We are looking for three initiatives to hit the state ballot in November.  This is both good news and bad news.  The good news is all three impact education funding.   (One keeps it at a status quo and prevents further cuts and the other two increase funding in the coming years.)  The bad news is they are posed to compete with each other and all three could be defeated.  Here is a brief description of each initiative:

Schools and Local Public Safety and Protection Act

  • AKA Governor Brown Initiative
  • Revenue Source:  Temporary half cent increase in state sales tax and additional tax on incomes above $250,000. Raises $4.8-6.9 billion in 2011-12 and 2012-13, and $5.5- 6.9 billion annually through 2015-16. Less in the final year, 2016-17.
  • Estimated Revenue:  2.4 billion to prop 98
  • Term:  4 Years
  • Increase in Current Education Funding Levels: $0, prevents cuts in future years
  • Allocation: Approx. two thirds of the money would be used to backfill the state General Fund as part of the 2011- 12 realignment of services and funds to local government. $2.4 billion in school money proposed to be used to buy down apportionment deferrals in 2012-13.
  • Status:  Approved for collection of signatures.

Our Children, Our Future:  Local Schools and Early Education Investment Act

  • AKA Munger Initiative
  • Revenue Source:  Graduated increase in income taxes, ranging from an additional .4% to 2.2%.
  • Estimated Revenue:  $10 billion annually directly to schools.
  • Term:  12 Years
  • Increase in Current Education Funding Levels: $7 billion annual for 4 years then $10 billion annually for 8 years
  • Allocation: 85% of funds to K- 12 and 15% to early childhood education. K-12 money to be spent at school site and requires governing board approval. For the first four years, $3 billion would come off the top for state general fund debt relief.
  • Status:  Approved for collection of signatures.

Millionaires Tax to Restore Funding for Education and Essential Services Act of 2012

  • AKA Millionaires Tax or CFT
  • Revenue Source:  Increases taxes on incomes above $1 million annually.
  • Estimated Revenue: $6 billion annually
  • Term:  Indefinite
  • Increase in Current Education Funding Levels: $2.2 Billion annually K-12
  • Allocation: Provides funds for public safety, road and bridge maintenance, children and senior services, and schools.
  • Status:  Approved for collection of signatures.

Be Smarter than the TV Ads:  Make an Informed Decision

Let’s be honest, these initiatives are confusing.  I am including a list of pertinent websites below, so you can educate yourselves in order to vote your conscience in November.

California State PTA Backs Our Children, Our Future

This section is adapted from State PTA Presidents Article “PTA is mobilizing for $10 billion fundraiser: Our Children, Our Future”

Why? An entire generation of children is being denied the education they need to succeed in the workforce and succeed in life.  We decided to help write the plan – the Our Children, Our Future education initiative – to make sure California is serving its most important constituency: our children and youth.  What the plan does:

  • Raise $10 billion to $11 billion dollars each year and put it in a trust fund;
  • Target money for early childhood education and educational programs and services for K-12 schools;
  • Send the money to every local school on a per-pupil basis;
  • Give parents and the school community input on how the money is spent;
  • Provide a clear list of what the money can be used for;
  • Give the voters a chance to see how it works, and let them decide if they would like it to continue after 12 years.

From the President: A New High School in Camarillo, Fact or Fairytale

“I’ll believe it when I see it.”

This is the comment I usually get when I tell people I’m working on the Steering Committee for the New High School in Camarillo. I don’t blame them really. They’ve been talking about building a second high school here since before I moved to Mission Oaks in the fall of 1980–when most of east Camarillo still smelled of citrus blossoms, Adolfo Road didn’t connect Santa Rosa to Lewis and Las Colinas hadn’t been completed. It’s been seven years since the Measure H bond passed and for many parents the dream of their own children attending the beautiful new high school is as battered and faded as the sign sitting next to the library. To so many of those parents it will always be a broken promise…a myth…a fairytale.

Slated to open fall of 2015

I am going out on a limb here and telling you we will have a new high school adjacent to the library…soon. OUHSD has hired an excellent architectural firm with a track record of bringing projects in on time and on budget, all while designing functional learning facilities that are both beautiful and environmentally sustainable. They have also hired a project management firm.

There are definitely a few hoops still left to jump, though. OUHSD needs to get the school site annexed into the City of Camarillo. They are also looking for both civic and corporate partnerships so we can have a larger performing arts center and possibly a full sized gym that can be shared with the community. The good news is the ducks are lining up…if all goes as planned, today’s sixth graders will be able to open the school in 2015.

Preliminary plans discussed at the Feb. 2, 2012 Steering Committee Meeting. Architects are currently meeting with a number of stakeholders as they work and rework the facility designs.

Lemons?

If you haven’t been following this issue recently, you may not know what is planned for the school. Many people still expect a traditional high school that will serve 2000+ kids with a football team, etc. The truth is–there is not enough funding. There is a lot of debate out there on enrollment numbers. OUHSD just doesn’t show enough enrollment growth for the state to come in and match the Measure H bond funding. So the school is slated to be built in two phases.

Some people feel like we should just take the bond money and make ACHS a bigger and better facility. Maybe they are right, but the board chose not to do that over a year ago and as I say to my six-year old, “that is not one of our choices”.

Lemonade: What we know about Phase 1

Academic Emphasis: Phase 1 facilities are being designed with three academies in mind: Engineering, Bio-Medical Technology, and the Arts (including media, visual, & performing). AP/Honors or equivalent and college prep classes.

Enrollment: We are looking at phase 1 enrollment maxing out at 700-800 students in year three. Students will be enrolled via lottery from the Camarillo and Somis zip codes. Any remaining spots will be open to the rest of OUHSD.

Athletics: There will be no CIF athletics on this campus. However, students will be able to participate in athletics at their “home” school. For most of our kids that means Camarillo High School. Rest assured phase 1 will have at a minimum, a gym like workout room, fields, courts, and a track adequate for PE and extracurricular sporting activities.

Performing Arts Center: We know there will be a performing arts center built in phase one. It is still up in the air as to its size and capacity. OUHSD is actively seeking partnerships in the hopes of creating a 700 seat auditorium. This facility is also slated to include a black box theater, dance studio, music/band room, and TV/media recording studio.

The Whole Ball of Wax: The Final Build Out

The architects are designing Phase 2 alongside the initial build. Phase two includes a double gym, full athletic facilities (including a football field and pool), additional classrooms and labs and other common areas to accommodate approximately 2250 students. If I had a crystal ball I could tell you when this will be built, but I don’t.

My Promise

We have an amazing opportunity to create an innovative new high school, something beyond traditional, something compelling, a place that our kids will be clambering to walk through the doors of every morning. Ten years ago technology high schools were sprouting up everywhere–this school goes beyond that concept with technology woven into every discipline–much like today’s job market. Project based learning including senior “Capstone” projects and collaborative work will drive the learning processes. Community outreach and parent involvement will also be part of the culture of this school. It will truly be a school of and for the 21st Century and beyond…
